Pack Leadership
For over fifty years, Pack 464 has welcomed and engaged girls and boys from Valle Verde Elementary School and the surrounding areas of Walnut Creek and Concord. Officially chartered as "Parents of Pack 464" we're a parent lead and parent involved organization. Our activities are numerous, diverse, and fun.
The Pack Committee is the Pack Board of Directors and supports the Cub Scout program.
All registered adults in Pack 464 are encouraged to be members of the Pack Committee.
The Pack Committee handles all of the paperwork and the business end of the Pack's operation.
Pack Committee meets once a month to discuss old and new topics.
Any parent interested in joining the Pack Committee should reach out to the Committee Chair and express thier interest.
Pack Organization
Scouts and their parents are typically involved in two to three scheduled activities per month. A monthly Pack Meeting (all scouts) typically occurs in the evening on Wednesdays (or Fridays in Feb/March) each month. Each Den (smaller group of 5-10 scouts in the same grade) will typically meet once per month to work on achievements and other activities. There may also be a field trip activity each month. Additionally we have several optional activities planned throughout the year including: camping, hiking, baseball games, basketball games, and overnight stays at interesting venues like the USS Hornet.
Each family is responsible for volunteering for three activities or positions each year. Pack leadership committee and large event chairpersons get credit for two of those activities. Open activities and leadership positions will be posted at each pack meeting. In addition to your den’s meeting schedule, Pack 464 has tentatively scheduled the following events this year:

Roles
Pack Committee
Every pack is under the supervision of a pack committee. This committee consists of a minimum of three qualified U.S. citizens of good character, 21 years of age or older, who are selected by the chartered organization and registered as adult leaders of the BSA. One of these is designated as pack committee chair.
General Responsibilities of Pack Committee:
Provide adequate and safe facilities for pack meetings.
Assist with pack charter renewal.
Help to stimulate the interest of parents through proper programming.
Supervise finances and equipment.
Work closely with the Cubmaster.
Ensure that Cub Scouts and Webelos Scouts receive a year around, quality program. • Complete Pack Committee Fast Start Training and Cub Scout Leader Basic Training. • Conduct, with the help of the Cubmaster, periodic training for parents.
Cooperate with other Scouting units.
A strong pack committee will have individual members assigned to such areas as record keeping and correspondence, finances, advancement, training, public relations, and membership and re-registration. The pack committee chair decides how the responsibilities should be divided and gives committee members assignments. Details of the various pack committee functions follow.
Pack Committee Chair
Qualifications: Be a U.S. citizen at least 21 years of age, appointed by the chartered organization and registered as an adult leader of the BSA. A person of good character, familiar with organization procedures, with a deep concern for the pack's success.
Responsibilities of Pack Committee Chair:
Maintain a close relationship with the chartered organization representative.
Confer with the Cubmaster on policy matters relating to the Cub Scout program and the chartered organization.
Calling and presiding at pack leaders' meetings - Assigning duties to, and training, committee members - Planning for pack charter review, roundup, and re-registration - Approving bills before payment by the pack treasurer
Conduct the annual pack program planning conference and pack leaders' meetings.
Complete Pack Committee Fast Start Training and Cub Scout Leader Basic Training.
Complete BSA Youth Protection Training.
Work with the chartered organization representative to provide adequate and safe facilities for pack meetings.
Cooperate with the Cubmaster on council-approved money earning projects so the pack can earn money for materials and equipment.
Manage finances through adequate financial records.
Maintain adequate pack records and take care of pack property.
Appoint a committee member or other registered adult to be responsible for Youth Protection training.
Develop and maintain strong pack-troop relationships, sharing with the troop committee the need for graduations into the troop.
Help bring families together at joint activities for Webelos dens (or packs) and Boy Scout troops.
Support the policies of the Boy Scouts of America.
Secretary
Responsibilities of Secretary:
Keep informed of all Cub Scouting literature, materials, records, and forms so as to help leaders function effectively. Assist new den leaders by telling them what items are available.
Maintain up-to-date information on membership, leadership, attendance, and advancement.
Handle correspondence for the pack. This may include writing letters of appreciation and requests for reservations, or ordering supplies through the local council service center.
Keep notes on pack leaders and committee' meetings. Record only key items such as things needing follow-up or items for the history of the pack.
Notify leaders of pack leaders' meetings and other activities.
Provide den leaders with records and forms for meetings.
Treasurer
Responsibilities of Treasurer:
Help the pack committee and Cubmaster establish a sound financial program for the pack with a pack budget plan.
Open or maintain a bank account in the pack's name and arrange for all transactions to be signed by any two: Cubmaster, chair, secretary, or treasurer.
Approve all budget expenditures. Check all disbursements against budget allowances, and pay bills by check. The pack committee chair should approve bills before payment.
Collect dues (via check or Zelle). Give receipts for these funds and deposit money in Pack bank account.
Keep up-to-date financial records. Enter all income and expenditures under the proper budget item in the finance section of the Pack Record Book. Credit each Cub Scout with payment of dues.
Periodically report on the pack's financial condition at the monthly pack meeting. Make regular monthly reports to the pack committee at pack leaders' meeting, and report to chartered organization as often as desirable on the financial condition of the pack.
Provide petty cash needed by leaders. Keep a record of expenditures.
Guide the pack in conducting council-approved, pack money - earning projects.
Advancement Chair
Responsibilities of Advancement Chair:
Collect, record and report advancement info. from each Den (including updating “Scoutbook”). • Communicate with Den and Pack Leaders about advancement and belt loop needs well in advance of Den Adventures and events.
Submit official “Advancement Reports”, make “Badge Buys” (belt loops and badges at Scout store), organize Badge awards.
If desired, help with “Advancement Ceremonies” at Pack Meetings.
Pack Outings/Activities Chair
Responsibilities of Pack Outings/Activities Chair:
Help the Cubmaster and Pack Committee plan and arrange for outdoor activities. • Arrange for property, fire, and tour permits when required.
Locate new picnic and camping areas.
Arrange for safe transportation when needed.
Plan first aid for emergencies.
Plan outings to help pack and dens qualify for National Summertime Pack Award.
Help inform parents about opportunities for family camping.
Assist in the promotion of day camp and resident camp opportunities.
Complete BSA Youth Protection Training.
Be aware of BSA health and safety requirements and see that these are carried out.
Know and carry out BSA outdoor program policy related to Cub Scouting. Review all activities to ensure unit leaders comply with BSA policies in the Guide to Safe Scouting.
Publicity Chair
Responsibilities of Publicity Chair:
Help the Cubmaster with promoting recruiting events (Walk Through at VVE, first Pack Meeting) • Facilitate communication from the Pack to the School (via Viking Voice, Konstella), Community and the BSA organization about things we do.
Serve as administrator on our Cub Scout Pack 464 Facebook page (along with Cubmaster).
Maintain records of photo release forms.
